Covestro launches expanded film production facility in Germany




LEVERKUSEN, GERMANY: Covestro AG said that it is ready to start operations in a new production facility for high-quality, multilayered flat films at the Dormagen site. The total investment of around €20 million also includes the associated infrastructure and logistics.
The films are used in security cards, automotive interiors, medical devices and displays. Some 15 new jobs will be created to operate the coextrusion plant. 
“This investment represents a significant expansion of our films business and a boost to Dormagen’s position as a competence centre for high-quality films. Establishing the new film production plant is part of our ongoing series of investments in the Dormagen site,” said Dr Klaus Schafer, chief technology officer, responsible for production and technology.
Focusing on growing films business
Covestro offers a diverse range of polycarbonate and thermoplastic elastomer films for a wide variety of applications, as well as a range of premium speciality films. The new facility is a further developmental step for multilayer film structures. These play a key role in ID cards because security features can be embedded, thus providing the best possible protection from counterfeiting. 
“This enables us to meet the growing demand for high-quality flat films and align ourselves even better with market trends. At the same time, it expands our range of tailored products, which create added value along the entire value chain,” said Nina Schmarander, global head of the Speciality Films business at Covestro.

AkzoNobel makes dual acquisition; strengthens performance coatings portfolio




AMSTERDAM, NETHERLANDS: AkzoNobel NV has acquired UK-based Flexcrete Technologies Ltd and has entered into an agreement to acquire French manufacturer Disa Technology (Disatech).
The deals will further strengthen AkzoNobel’s global leadership position in supplying innovative industrial coatings and aerospace and automotive coatings.
Flexcrete Technologies manufactures products primarily used for the protection and repair of concrete substrates. The acquisition will allow AkzoNobel to expand its offering in several key industrial markets, including downstream oil and gas and chemical processing, commercial infrastructure, power, water and wastewater, and mining and mineral processing.
Disatech supplies innovative adhesive films used in the aerospace, transportation and industrial equipment sectors. Headquartered in Limoges, the company specialises in the manufacture of self-adhesive vinyl, polyester and polycarbonate films used on aircraft, vehicles, agricultural machinery and other equipment, and is the leader in aerospace technical marking systems.

BASF, Nornickel to cooperate on battery materials production




LUDWIGSHAFEN, GERMANY/ MOSCOW, RUSSIA: BASF SE and PJSC MMC Norilsk Nickel (Nornickel) have signed a memorandum of understanding (MOU) and entered exclusive negotiations to cooperate on the supply of raw materials for future battery materials production for lithium-ion batteries in Europe.
BASF intends to invest up to €400 million in a first step to build industry-leading production plants for cathode materials in Europe. Through the prospective agreement, BASF would receive the raw materials from the Nornickel metal refinery in Harjavalta, Finland. Nornickel would also provide a secure supply of nickel and cobalt feedstock from its Russian mines at market prices.
Along with its leading raw materials position, Nornickel also brings significant metals refining and trading experience to the cooperation.
BASF is an established cathode materials provider in the Asian and US markets through BASF TODA Battery Materials LLC in Japan and BASF’s production facility in Elyria, Ohio. A cooperation with Nornickel will provide the foundation to further expand BASF’s access to the developing cathode materials market in Europe and participate in growth opportunities in this region.
The strategic cooperation will leverage both companies’ market positions and expertise to provide an optimized and secure supply chain for electric vehicle battery cell producers in Europe.

Cosmetic complaints rise but products available in market




CHICAGO, US: A new study by Northwestern University has revealed that the consumer complaints of adverse health problems related to cosmetic and personal care products have doubled from 2015 to 2016.
The study is published in the journal JAMA Internal Medicine. The majority of those complaints stemmed from hair care products.
Northwestern University researchers looked at complaints collected by the Food and Drug Administration (FDA) from 2004 to 2016. The information came from the FDA's Center for Food Safety and Applied Nutrition's Adverse Event Reporting System, which allows consumers or health care professionals to submit complaints about the harm caused by using cosmetic products.
The study found that there were 706 related adverse events reported in 2015 and 1,591 in 2016. Compared with the average number of reports across the 12-year study period, that's a 78 percent increase in 2015 and a 300 percent increase in 2016.
However, the lead study author, Dr Steve Xu, believes the number of adverse health events is probably much higher and more data are needed.
"These numbers are likely underreported. We need better reporting, from both consumers and clinicians," Xu said. "Broadly, the hope of our paper was to continue this discussion to modernise and expand the collection of data about personal care products. If you can't measure it, you can't manage it, was our key point."
The study authors largely attribute increases in reported adverse health events to WEN by Chaz Dean haircare products. In 2014, the FDA announced that it was investigating WEN by Chaz Dean Cleansing Conditioner products because it had received complaints of hair loss, hair breakage, balding, itching and rash. As of November, the FDA had received 1,386 complaints of adverse health events from these products.
In the course of the investigation, the FDA discovered that Chaz Dean Inc and parent company Guthy Renker LLC had received more than 21,000 complaints. However, under current regulations, the companies are not required to report these complaints to the FDA.
Although the FDA investigation is ongoing, the WEN conditioning products have not been pulled from the market. The FDA has no authority to recall cosmetics products, although it can recommend recalls.
Manufacturers also do not have to receive approval from the FDA before cosmetics go on sale.
In an email, the FDA said that "The law does not require cosmetic companies to share their safety information, including consumer complaints, with the FDA. FDA's data on cosmetic adverse events are limited because reporting is voluntary. The FDA may take regulatory action against cosmetics on the market that does not comply with the laws we enforce if we have reliable information indicating that a cosmetic is adulterated or misbranded."
Xu said he still thinks most cosmetics are OK to use. When it comes to cosmetics on the shelves that are dangerous, it's very hard to prove. Xu said. In general, cosmetics are a very safe product class, Xu added.
The Personal Care Products Council said in a statement that it "believes that mandatory adverse event reporting is critically important, which is why we have long advocated for it on Capitol Hill." The Council is a national trade association representing the cosmetic and personal care products industry.
"Nevertheless, despite the recent increase in reporting, the fact remains that only a very small percentage of cosmetics products on the market are associated with adverse events. And of those, a fraction is listed as 'serious,' " the council said. "In other words, even with the increase, adverse reactions associated with cosmetics and personal care products are extremely rare."
Dr Robert Califf, former head of the FDA, said the root of these complaints lies in the FDA's limited ability to regulate cosmetics.
"For cosmetics – and for dietary supplements – the FDA's oversight authority remains stuck at the levels established in 1938, nearly 80 years ago," Califf said in an editorial accompanying the study in JAMA Internal Medicine.
In a similar situation, New York Senators Charles Schumer and Kirsten Gillibrand are petitioning the FDA to require producers to eradicate the probable carcinogen 1,4-dioxane from their products. The chemical is found in personal care products such as shampoos, soaps and lotions.
Kim Harley, associate director at the University of California, Berkeley's Center for Environmental Research and Children's Health, said this kind of regulation if enforced, could help the FDA learn more about the long-term health effects of cosmetics, which still remain largely unknown.
"When you think about harmful chemicals, you can think of two levels," Harley said. "You can think of acute harm and chronic exposure. Acute would be 'I use a cosmetic product, and I get this rash that's almost immediate, or hair loss, or something like that.' It's an extreme reaction that's happening so close in time to when you use the product, it seems it's linked to the use of this product."
"On the other hand, there are chemicals that might, if we use them every day over a long period of time, have small, long-term impacts on our health," said Harley, who conducts research on the effects of chemical hormone disruptors in cosmetics but was not affiliated with the new study.
"These effects may not be obvious on a day-to-day basis, but you know if you've been using this product for 20 years of your life, maybe it would have some sort of health impact over the long-term. And this is why we need more research. With these long-term health impacts, there's so much we don't know."

Govt studies hiking import duty on sugar to 60 percent




NEW DELHI, INDIA: The government of India is considering raising import duty on sugar to 60 percent from the current 40 percent to restrict cheap shipments and maintain domestic prices.
In view of lower sugar output estimated during the current 2016-17 marketing year, the government had in April allowed import of 5 lakh tonnes of raw sugar at zero duty to boost domestic supply.
"We are monitoring global price movement closely. Prices in the international market are falling and some traders are keen to import even at high customs duty. So, we are considering raising import duty," a senior Food Ministry official told PTI.
Higher duty will be imposed the moment there is further fall in global sugar prices to ensure cheap imports do not put pressure on domestic retail prices, which at present are ruling steady at Rs 40-50 per kg across the country.
Already, 5 lakh tonnes of sugar has been contracted at zero duty and most of it has already arrived, the official said, adding imports were allowed to ensure there are enough supplies in the domestic market.
While the annual sugar demand is about 24-24.5 million tonnes, the domestic output in the 2016-17 season ending October is pegged at little over 21 million tonnes and there is a cushion of previous years stock.
Asked about more imports being undertaken at 40 percent customs duty, the official said there are some reports that additional 3 lakh tonne of sugar has been contracted from Brazil and is on the way.
However, the official said, "It is normally imported by refiners for re-export. I don’t think it is for domestic use. If contracted for domestic consumption, the shipments will only arrive in next 45 days and whatever taxes ruling then need to be paid."
Meanwhile, the government has asked the industry to maintain the gap between global and domestic prices so that traders are not incentivized to import. "If there are more supplies, then sugar prices will come under pressure," the official added.
Global prices of raw sugar have fallen to below 13 cents per pound at present when compared with 16-17 cents per pound four months back, as per trade data.
The weak trend in international rates is because of excess supplies on account of India’s policy of not importing the sweetener plus Brazil planning not to use a cane for ethanol, analysts said.
The traders who were holding sugar stocks anticipating India will import have started offloading, pulling down the prices, they added.
In India, the wholesale price of sugar is ruling above Rs 32, which is viable for mills, the official said, adding that there is a healthy margin for millers to make cane dues to growers.

Natural dye garden promotes a greener fashion supply chain




College of Human Ecology faculty and student efforts to advance sustainable approaches to textile and fashion design has led to the development of the Cornell Natural Dye Garden after a successful crowdfunding campaign that ended in fall 2016.
The project raised $10,365 for the development and cultivation of a dye garden, which will produce a variety of colours that come from the natural world and have a lower environmental impact.
“We know that synthetic dyes cause incredible environmental harm and pollute waterways. Human health is also impacted, particularly for labourers in the textile dyeing industries,” said Denise Green, assistant professor of fibre science and apparel design.
According to organisers, up to 200,000 tonnes of synthetic dyes are discharged into waterways around the globe every year, making textile dye plants the second-largest polluter of water after agriculture.
In many developing nations where textiles are produced, workers may not be properly protected from the toxic chemicals used to dye fibre and fabrics, making synthetic dyes hazardous to environmental and human health, Green said.
In contrast, natural dyes, some of which come from weeds, are nontoxic. Some of these dye plants have the ability to grow aggressively without herbicides or fungicides.
“We believe natural dyes are an opportunity to make a sustainable intervention in the apparel supply chain,” Green said.
In May 2015, Green, in collaboration with fellow fibre science and apparel design faculty and students, as well as Human Ecology Facilities Services and Cornell Botanic Gardens staff, planted a test garden of natural dye plants at the northeast corner of the Human Ecology Building overlooking Beebe Lake.
“That success led us to the idea to put the garden in a place that’s more accessible for students and more visible in terms of our college life,” Green said.
In spring 2016, Green and her students moved the garden to a plot located in the courtyard between Martha Van Rensselaer Hall and the Human Ecology Building. The relocation of the garden, according to Green, allows students and faculty to grow a wider array of dye plants to be used in teaching and research.
“The garden won’t just be beautiful to look at, and valuable as a natural dye resource, but it will also be an opportunity to educate students, staff and the public about the plants we are growing and the range of colours they yield,” she said.
Beyond working on projects, Green hopes the garden will have deep and long-lasting impacts on fibre science and apparel design students who begin careers in the manufacturing and fashion industries.
